Pennsylvania
Resource Enhancement and Protection (REAP) Program

This program provides state income tax credits to offset the cost of implementing conservation practices, with a maximum of $250,000 of REAP tax credits in a 7-year period. Projects eligible for 50% reimbursement include precision nutrient application equipment. The application process typically opens in July.
Conservation Excellence Grant Program

This program provides financial and technical assistance for implementation of BMPs on agricultural operations in prioritized geographies within the Commonwealth. Financial assistance is administered through grants, loans and tax credits. This program is administered by the State Conservation Commission and applications are submitted to county conservation districts.
Maryland
Manure Transport Program

The Manure Transport Program provides grants to help cover the cost of transporting manure from poultry, dairy and livestock farms in Maryland.
Maryland Income Tax Subtraction Modification for Conservation Equipment

The full cost of eligible manure spreaders could be subtracted from taxable income on Maryland individual and corporate tax returns.
Virginia
Agricultural BMP Cost-Share (VACS) Program

The cost-share program supports more than 70 conservation practices including “managing nutrients, including animal waste.” The funding year begins July 1. Local soil and water conservation districts coordinate the program.
The Conservation Tillage and Precision Agriculture Equipment Tax Credit

This state income tax credit is equal to 25% of the cost of allowed equipment, with a maximum credit of $17,500. An approved soil conservation plan must be in place, certified by the local soil and water conservation district.
